Webster Coleman
Board Chairman
Webster Coleman has been a credit union member for 46 years and a credit union volunteer for more than 15 years. As a volunteer, Webster has served in several leadership roles on the Board, including Treasurer, Vice-Chair, and currently Chairman. Webster also served on the Executive Search committee which resulted in the hiring of the current CEO in 2020.
Webster spent his entire career of 42-plus years with the Department of Labor. Throughout his career, he held several positions and retired as a Lead System Accountant with the Office of Chief Financial Officer’s (OCFO) Division of Business Process Improvement. His primary responsibility was to ensure the Department’s accounting and invoice services to all Departmental Management agencies as well as other agency bureaus within the department were met consistently and timely.
Gordon Boyce
Board Treasurer
Gordon Boyce has been a member of Labor Credit Union for over 27 years and has demonstrated unwavering commitment and dedication to the Credit Union’s mission and values. Gordon was elected to the Labor Credit Union Board of Directors on May 19, 2021, and has garnered an impressive record of contributions and qualifications. His initiative-taking approach to board governance and fiduciary oversight have facilitated the development of the Labor Credit Union’s first formal succession plan, establishment of board director qualifications, and comprehensive updates to the Labor Credit Union corporate charter and operating bylaws.
Gordon is the former Agency Budget Officer (ABO) for the Department of Labor (DOL), Employee Benefits Security Administration (EBSA) where he served over 21 years in the preparation and presentation of the President’s Budget and Congressional Budget Justification (CBJ) that advocated America’s commitment to educating and assisting nearly 152 million workers, retirees and their families covered by approximately 747,000 private pension plans, 2.5 million health plans, and 673,000 other welfare benefit plans holding $11.7 trillion in assets.
Sandra Falzone
Board Director
Sandra Falzone has been a member of Labor Credit Union for over 18 years, and as a volunteer has served the credit union for over 12 years. Sandra began as a volunteer serving on the Supervisory Committee and has served on the Board for over 9 years. Sandra was part of the Executive Search Committee that hired the current CEO in 2020.
Sandra retired as an attorney with the Labor Department, where she began her career in 1989. As an attorney, Sandra was responsible for analyzing cases for the Administrative Review Board, and she also previously worked with the Benefits Review Board, and with the Office of the Solicitor. Sandra earned a Juris Doctor from Columbus School of Law, The Catholic University of America, Washington, D.C., and a Bachelor of Arts degree in Political Science and French from Salem State College, Salem, Massachusetts.
Thomas Domingue
President/CEO, Labor CU
Thomas Domingue is the President/CEO of Labor Credit Union, joining the credit union in this role in January 2020.
Working with the Labor CU board, Thomas was a driver for the original concept of Labor Community Foundation and helped to make that concept a reality.
Thomas has dedicated his career to serving not-for-profit organizations, having worked in the credit union industry 18 years (and counting). Thomas is passionate about creating opportunities for those he aims to serve and is a strong advocate for education.
He holds degrees from Embry-Riddle Aeronautical University, Webster University, and is currently pursuing a Doctor of Education degree from University of Southern California.
Christopher Lorence
Executive Director, Labor Community Foundation
Christopher Lorence is the Executive Director of the Labor Community Foundation.
Christopher Lorence is a nationally recognized financial services industry leader, digital marketer, and speaker. With over twenty years of executive leadership experience, Christopher has expertise in marketing, strategic communications, brand building, and market share development. He’s earned a reputation for being creative, tenacious, and resilient while mentoring and coaching to help others cut through ambiguity and step into their creativity and capability. A witty and humorous storyteller, Christopher’s philosophy of “be the bringer” has helped him lead and deliver results with transparency, candor, and authenticity.
As the former executive director of the nation’s only initiative to increase brand awareness and consumer consideration for credit unions, Christopher built upon a foundational concept that ultimately delivered results beyond expectations, including an increase in market share.
The Labor Community Foundation is a registered 501(c)(3) organization with the Internal Revenue Service, as qualified to receive tax-deductible bequests, devises, gifts, donations, or transfers under Section 2055, 2106, or 2522.

Expanding Access to Financial Literacy
The Labor Community Foundation works in close partnership with the Labor Credit Union to create opportunities for financial well-being through financial inclusion and education. We believe that when our youth better understand how to manage their finances, they’re better prepared to further their education and achieve their career goals.
HD Woodson High School Program
The Labor Community Foundation partners with HD Woodson High School to support students pursuing academic excellence through HD Woodson High School’s NAF Career Academies. Every dollar donated directly supports the scholarship program to empower students to excel and achieve their dreams in Engineering, Information Technology, and Finance.
Kevin Jackson Memorial Scholarship
Kevin Jackson, Ph.D., was an inspirational leader to all those who knew him. Dr. Jackson dedicated his life to education, and served on the Board of Directors for Labor Credit Union for 10 years. It was his vision to establish the Labor Community Foundation. To honor his legacy, educational scholarships are awarded annually.
